The NYC Office of the Tenant Advocate (OTA) was created to investigate and bring enforcement actions against landlords who harass tenants.  Landlord construction can be used as a form of tenant harassment, including late night work and cutting off essential services like heat and water.  Tenants have rights.  The NYC OTA protects them.
